Liquid Saltwater Is Likely Present On Mars, New Analysis Shows

Salty, liquid water has been detected on a leg of the Mars Phoenix Lander and therefore could be present at other locations on the planet, according to analysis by a group of mission scientists. This is the first time liquid water has been detected and photographed outside the Earth.
A large number of independent physical and thermodynamical evidence showing that saline water may actually be common on Mars. Liquid water is an essential ingredient for life. This discovery has important implications to many areas of planetary exploration, including the habitability of Mars.

Central bank of Sri lanka has called for proposals from investors to invest 5.7 billion rupees (about 50 million US dollars) to take a 33 percent stake in Seylan Bank, part of the troubled Ceylinco group.
Expressions of interest (EOI) have been invited from local or foreign parties interested in becoming a “strategic partner” of Seylan Bank, the island’s fifth largest commercial bank in terms of assets with a seven percent market share.
Apart from the initial capital injection, a further investment in debentures of Seylan Bank is also expected, the regulator said in a newspaper advertisement that called for EOIs
The central bank in December 2008 put Seylan Bank under the management control of state-owned Bank of Ceylon after a “major scam” was uncovered within an unlisted firm of the Ceylinco group to which Seylan belongs, it said.
Seylan Bank’s main shareholder, Ceylinco group chairman Lalith Kotelawala, has offered to sell his stake in the bank to raise funds to pay off depositors of Golden Key Credit Card Company, the unlisted group firm that collapsed late last year.
Kotelawala has been remanded over fraud allegations at Golden Key and has offered to sell other group assets to raise funds to repay depositors.The central bank advertisement said the deadline for submitting EOIs for the Seylan Bank stake is April 15, 2009 with investors being notified of the outcome of their applications by April 24 and selected investors being expected to make formal bids by May 7.
A final decision by the central bank will be made by May 20 and the investor is expected to inject fresh capital within two weeks of being chosen, the central bank said.

Sri Lanka continues to have very low HIV prevalence. In low prevalence settings, the focus of HIV prevention programs should be the most-at-risk populations (MARPs). Data on HIV prevalence amongst MARPs in Sri Lanka is limited, with the exception of female sex workers. Prevalence among the latter is also low. However, data collected in the first Behavioral Surveillance Survey (BSS) of October 2006 through March 2007 indicate relatively high levels of risk behavior amongst MARPs. If these groups are not adequately addressed, Sri Lanka will be vulnerable to an increase in HIV infections. Sri Lanka has a narrowing window of opportunity to forestall the spread of HIV among high-risk groups.

United People’s Freedom Alliance (know as Sandanaya) officailly launched their web site, http://www.sandanaya.lk/
Their intention is to carry all information pertaining to elections, including information about candidates, results of previous elections, photographs, results of structured surveys etc. for the perusal of the general public through this web site.
However their Main Competitor, United National Party (UNP) is maintaining a good and up to date web site since from few years. That is http://www.unp.lk

Sri Lanka is going on bended knee to the International Monetary Fund (IMF) – an institution it chased away two years ago – for a bailout package worth 1.9 billion US dollars, as authorities scrape the barrel for foreign exchange.
The value of the country’s imports are now much more than its exports and foreign exchange reserves, which have normally averaged over three months worth of imports.
The crisis is two-fold: sagging export income and the Central Bank using the few dollars it has to intervene in local money markets to defend the rupee from depreciating against the US dollar.
On the other hand, the government’s access to cheap commercial borrowings from foreign sources to fund the costly war against separatist Tamil rebels and other high spending state sectors has dried up with the global financial meltdown. The government bit the bullet and announced it was in negotiations with the IMF for a 1.9 billion dollar standby arrangement.
While the country’s gross official reserves by end December 2008 stood at 1.7 billion dollars, sufficient just for 1.5 months of imports, compared to more than 3.5 billion dollars in December 2007, the irony of the wakeup call is that the government is seeking help from an agency it had virtually thrown out from the country in January 2007.
The offer was made for a facility without conditions as per Central Bank Governor Ajith Nivard Cabraal. But how can we trust that statement? Will see. However as the Sri Lankans, we are going for a deep financial problem. Can be a start of another war

4G (also known as Beyond 3G), an abbreviation for Fourth-Generation, is a term used to describe the next complete evolution in wireless communications. A 4G system will be able to provide a comprehensive IP solution where voice, data and streamed multimedia can be given to users on an “Anytime, Anywhere” basis, and at higher data rates than previous generations.
As the second generation was a total replacement of the first generation networks and handsets, and the third generation was a total replacement of second generation networks and handsets, so too the fourth generation cannot be an incremental evolution of current 3G technologies, but rather the total replacement of the current 3G networks and handsets. The international telecommunications regulatory and standardization bodies are working for commercial deployment of 4G networks roughly in the 2012-2015 time scale. At that point it is predicted that even with current evolutions of third generation 3G networks, these will tend to be congested.
There is no formal definition for what 4G is; however, there are certain objectives that are projected for 4G. These objectives include: that 4G will be a fully IP-based integrated system. 4G will be capable of providing between 100 Mbit/s and 1 Gbit/s speeds both indoors and outdoors, with premium quality and high security.
Many companies have taken self-serving definitions and distortions about 4G to suggest they have 4G already in existence today, such as several early trials and launches of WiMAX. Other companies have made prototype systems calling those 4G. While it is possible that some currently demonstrated technologies may become part of 4G, until the 4G standard or standards have been defined, it is impossible for any company currently to provide with any certainty wireless solutions that could be called 4G cellular networks that would conform to the eventual international standards for 4G. These confusing statements around “existing” 4G have served to confuse investors and analysts about the wireless industry.
The primary goal of the planned 4G cellular services will include the following:
• Interactive Multimedia, Voice, Video Streaming
• High Speed Global Internet Access – VPN Availability
• Service Portability with Scalable Mobile Services
• High Speed, High Capacity, Low Cost Services
• Improved Information Security
• QoS Enhancements
• Multi-Hop Networking
• Spectral Bandwidth Efficiencies (8bits/Second/Hz)
• Seamless Network of Multiple Protocols – 4G must be all-IP*
